Our Identity

At Sunshine Residential Homes, our identity is rooted in more than 30 years of service to children, youth, families, and the child welfare community. What began as a calling in the home of Simon and Elizabeth Kottoor has grown into a mission-driven organization focused on safety, stability, dignity, and compassionate care during some of the most difficult transitions in a child’s life.

We believe our role is both meaningful and temporary: to help children and youth stabilize while their team works toward the safest and most appropriate next step. Whenever possible, that means supporting a return to a family-like setting, whether through reunification, kinship care, foster placement, or another permanency plan determined by the child’s team. Each year, approximately 80–90% of the children and youth in our care transition back to family-like settings, a reflection of strong collaboration, consistent care, and the importance of thoughtful child welfare practice.

Sunshine is especially known for supporting sibling groups, including larger sibling groups, so brothers and sisters may remain connected whenever appropriate and consistent with placement needs and safety considerations. We also provide care for boys, girls, pregnant and parenting teens, and youth preparing for greater independence. Across each program, our focus remains the same: provide structure, supervision, normalcy, and individualized support in alignment with each youth’s needs, service plan, and case plan.

Our story is carried forward by the people who serve here. Some of our team members were once children in Sunshine’s care and now hold meaningful roles within the organization, offering a powerful reminder of what stability, support, and opportunity can help make possible. Many others have served with Sunshine for decades, bringing consistency, wisdom, and deep commitment to the children and staff they support every day.
